’’The House Ways and Means budget proposal would allow the Administration to dramatically restrict access to emergency shelter for homeless families, cut the TAFDC clothing allowance in half, remove the TAFDC $40 rent allowance, make no provision for TAFDC transportation assistance, and bar cash assistance recipients from using their benefits to pay rent and taxes or to buy many basis necessities.
